Flagging u pdiscrepancies is straightforward enough. I used Postgis to create buffers around the PROW data, estimated the percentage coverage as the ratio between the PROW data and OSM data within each buffer, then plotted the results in QGIS.<br /><br />The amount of work that will be needed around here looks a bit daunting.
